Stakeholder’s engagement

Stage 1 => Public consultation with questionnaires

As a first step (kick off), the project was introduced to the stakeholders with the distribution of a brochure, the use of a roller up banner inside the building and the use of questionnaires in order to identify their main points of view.

According to the Municipal Employees, the most important challenges that should be the first priority are (a) natural lightning, (b) replacement of the openings and (c) insulation on the walls and the roof.

Visitors stated that the architectural identity of the building should be enriched as well as the natural light.

Local businesses expressed their interest for joint initiatives for energy efficiency along with the local authority, such as energy communities, and stated that the energy upgrade of the City Hall can give positive impact to the city character.

Energy experts prioritized the insulation and the replacement of the openings and rated as important the visibility of the energy data of the building.

Finally, the local community proritized the green / biophylic desing of the building and the incorporation of local element into the design. The most important intervention would be the replacement of thermal units.

Stage 2 => Technical consultation with experts

A series of technical consultations was carried out with energy experts, architects, engineers, and specialised consultants in order to review and refine the proposed retrofit measures. The discussions focused on the feasibility and expected performance of the planned interventions, including insulation, renewable energy systems, building automation, and indoor environmental quality improvements. Expert feedback contributed to validating the technical approach, identifying potential implementation challenges, and ensuring consistency with current nZEB standards and best practices. These consultations provided valuable professional input to support the development of a robust and realistic investment concept.

Stage 3 => Community Awareness Campaign

Two public webinars were organized during the development of the investment concept—one in Greek and one in English—to present the project objectives, proposed interventions, and the principles of energy efficiency and the New European Bauhaus. Both webinars were recorded and uploaded online, where they remain publicly accessible as permanent informational and awareness-raising material. In parallel, three electronic newsletters were distributed throughout the process to inform citizens, local stakeholders, and interested organisations about the project’s progress, key findings, and expected benefits. These communication activities contributed to increasing public awareness, promoting transparency, and encouraging broader engagement with the proposed energy transition of the municipal building. The investment concept has been actively promoted within the New European Bauhaus (NEB) community through participation in international events and knowledge-exchange platforms.The project was presented at the NEB-related conference “Reconstructing the Future” in Florence, providing an opportunity to discuss the integration of energy efficiency and NEB principles with researchers, practitioners, and policymakers from across Europe. In addition, the project will be showcased at the upcoming New European Bauhaus Festival in Brussels, further increasing its visibility and enabling the exchange of experiences with other innovative initiatives. These activities contribute to disseminating the project’s methodology, gathering feedback from the wider NEB community, and exploring opportunities for replication and collaboration at the European level.

Stage 4 => Mayors’ Round Table and replication assessment

A dedicated Mayors’ Round Table was organized to present the draft investment concept and assess its potential for replication in other municipalities. The event brought together local authorities from different regions, with the Mayors of Negotino and Bogdanci participating in person. Additionally, representatives from the municipalities of Alexandroupolis (Vice-Mayor) and Amynteo (Mayor and Vice-Mayor) reviewed the presented material afterwards and submitted their feedback through structured questionnaires. During the session, participants were introduced to the proposed energy-efficiency interventions, the integration of New European Bauhaus principles, and the overall investment strategy. Particular emphasis was placed on scalability and transferability through the presentation of a practical replication guide specifically designed for local politicians and decision-makers. The feedback received confirmed the relevance of the proposed measures and highlighted the value of practical tools that can support municipalities in planning and implementing similar energy-efficiency investments in their own public buildings. The process provided useful insights into local needs, implementation challenges, and opportunities for wider uptake of the proposed methodology.
